Thanks @johnbley -- discussed more with product folks and even though this PR doesn't change behavior by default, they prefer putting this dependency in the lambda layer instead. |

Add
opentelemetry-instrumentation-loggingdependency so folks can just setOTEL_PYTHON_LOG_CORRELATION=trueto get tracing info in their console logs without having to install it. If this env var is not set, or false, this change should have no impact.Also bump our version in preparation for release.
