Re-load power guide. The history of this guide is confusing. Two versions were created at the same time:
1st version: currently on main. The last edit was made by Graeme on May 10. It includes 'Google Sheet' in abstract.
2nd version: moved from Eric's branch. The last edit was made by Eric on May 9 and was merged into the main branch. It removed 'Google sheet' and added codes in DeclareDesign.
Action required: please make a decision which guide to keep and whether this guide is ready for translation.
