Add info tooltips to project card modal fields

• Add InfoTooltip component with hover/click functionality
• Add info icons (ⓘ) next to each field label in project modals
• Provide explanatory tooltips for all data fields:
  • Repository URL, Package Download URL, Documentation URL
  • Service URL, Language(s), Platform
  • Software License, Data License, Lead Maintainer(s)
• Improve layout with fieldLabel wrapper for better spacing
• Add responsive tooltip styling with dark mode support
• Fix CSS error: remove invalid 'color: #gridSection' property
