Enable Ruby Process Tags test for tracing, telemetry, and remote config.

Motivation

The PR enables the tests for dd-trace-rb related to process tags.
The following have been merged:

• feat: add process tags to traces dd-trace-rb#5033
• feat(telemetry): Add process tags to instrumentation telemetry dd-trace-rb#5110
• RC: Add process tags to remote configuration payloads dd-trace-rb#5126
