Be even more aggressive for the runs that are both debug mode (including sanitizers) and a CI run. Speeds up the slowest GHA test runs. Should not affect ordinary builds. Signed-off-by: Larry Gritz <lg@larrygritz.com>

This shaves about 8 minutes off the long "sanitizer" run, which is often the last job to finish in our CI workflows.
