Filing this issue to suggest that this document seems sufficiently useful that it really maybe ought to get published on /TR as a Note or Draft Note.

Is there any reason it should not?

I will try to improve the terminology and examples, and then ask the I18N WG to publish this document as a note.

I created a milestone and chose issues for it. I am now actively trying to close them.

I am sorry for my belated action. I will try to address a few more issues in a couple of weeks and request publication to the I18N WG.

Doing a few adjustments before publication is reasonable, so if you're in the middle of doing them, publication can wait a little bit. At the same time, publication as Note does not imply the document is final. It can always be revised as many times as necessary later. So even if it turns out we want to do more extensive adjustments, I recommend we publish it soon any way.
