Temporary Delegate policies and wording mismatch across documents

In August 2024, the motions were updated to allow Senior Delegates to approve temporary delegates, where only the Board was allowed to previously.

9.2025.1 - Senior Delegates:

2.10 Senior Delegates can appoint Registered Speedcubers as a temporary Delegate for competitions in their attributed area in cases of extenuating circumstances where the WCA Delegate cannot attend the competition.

8.2025.1 - WCA Delegates

3.1 Exception: in cases of extenuating circumstances where the WCA Delegate cannot attend the competition, the WCA Board or the Senior Delegate for the region in which the competition is held may appoint a trusted person to act as a temporary WCA Delegate for the competition.

8.1 Exception: in case the WCA Delegate cannot attend the competition, the WCA Board may appoint a trusted person to act as a temporary WCA Delegate for the competition.

This will need to have Senior delegate added to this point in the WCRP.

Other than the mismatch in policy language, other concerns to potentially address:

• The Senior Delegates motion calls out Registered Speedcubers explicitly, while the WCA Delegates motion and WCRP only states a trusted person.
• The Senior Delegate motion uses temporary Delegate, while the WCA Delegate motion and WCRP use temporary WCA Delegate.

Once those are addressed, the Delegate Handbook likely needs adjustment at this point:

If the listed Delegate(s) can no longer attend due to an emergency, in some circumstances the WCA Board can appoint an experienced and trusted community member as a temporary Delegate if no other Delegates are available. In this case, take the following steps:

1. Reply-all to the competition announcement thread and add the WCA Board to CC.
2. Explain why you are no longer able to attend and whom you propose as a temporary Delegate.
3. The Board will vote on whether to appoint this person and respond with any concerns.

I'm not sure the inconsistency between the motions is necessarily a high priority to resolve - 99% of emergency delegates would be registered speedcubers and so the Senior Delegate powers cover this fine. If there is a need to appoint someone as an emergency delegate who is not a registered speedcuber then that is still within the Board's power to do (although not the Senior Delegate). This does not make any of the motions invalid - there is just inconsistent powers.

And yes, the WCRP and Delegate Handbook should be updated given the motion change.
