why getOwnPropertySymbols and not also getOwnPropertyNames?

If we care about filtering based on enumerability for symbol-keyed properties, shouldn't getOwnPropertyNames also care about filtering based on enumerability?

In theory: yes, while we have Object.keys for enumerable properties.

I just created a PR that will simplify the proposal to only handle enumerable symbols and align with Object.keys as such. It is a new method Object.symbols() instead of adding options to the existing implementation.
