[RACM] Allow transferring group ownership to other user

a group owner cannot leave a group but may leave a project related to the group.
It is in such cases useful to transfer ownership.

This likely needs to include an explicit "request for transfer" to a member (whatever role) of the group and an explicit acceptance by that user.
