Open IDE after create #48
Description
In addition to #47, sapling create should also open the created project folder in an IDE, i.e. VSCode.
Via #46, the user should be able to turn this feature on/off separately from #47, and should be able to select the particular IDE they want to use.
If no IDE is picked, do some semi-intelligent probing for whether a small selection popular IDEs exist in the system, in order to successfully pick a good-ish default 80% of the time.
