Allow SVCs on external variant projects
Description
Currently we can import SVCs from systems but not external variants. It would be useful to be able to have SVCs on the external project the same way system works.
We currently have a use case where we have a External variety that is used by a system and a microservice that are not related. Since we need to test the SVCs on both projects we would like to have them defined on one place where the requirements are defined.
