Spec change: Clarify that `tuple` should not be prohibited as an argument to `type`

In the discussion thread, there are suggestions to clarify that the tuples should be tuple values instead of the tuple type. I would like to ask if there's any consensus on whether we should re-clarify that type takes one single type argument.
