add export to allow uninstalling plugins

I'm working on a plugin that lets you make sets of plugins to load as profiles, and I think it might be useful to be able to uninstall plugins from there in a list of all of them. It seems I can mostly do it myself but PluginManager keeps a cache of installed plugins and I don't want to break something
