Guidance on using `TextStreamPart` vs `UIMessageChunk` as a stream format

I'm not sure in what order these were added and the pros and cons of each method. I tried to ask Kapa but didn't get very far

UIMessageChunk is newer and is the only chunk type emitted by default. Where were you choosing?
