SAV No files are displayed

Problem description

When a file should be downloadable only by administrators, the resource policies are expected to be:
Bundle: READ – Anonymous
Bitstream: READ – Administrator

With this configuration, an anonymous user should be able to see the file listed, but when clicking the Download button, they should be redirected to the login page.

Current behavior (bug)

As an anonymous user, no files are displayed at all.
The files only appear after logging in, which is incorrect.

Expected behavior

Anonymous users should:
See the files (metadata visible).
Be asked to log in only when attempting to download a restricted bitstream.
