Removing initial section headers

As part of the cleanup routine, would it be possible to delete level-2 headers that occur at the beginning of the article with the same text as the title of the submission? I run into this type of submission a lot.

Good idea! I'd like to gradually work on moving all non-critical work to the rewrite branch, but obviously I need to finish migrating submissions.js first :)
