Upgrade to Spring Boot 4

Spring Boot 4 is out. For Solver 2.0, we want to switch to Spring Boot 4; Spring Boot 3 will no longer be supported.
We are allowed to make breaking changes, but let's try to do that only when absolutely necessary.
