[MyPy](https://www.mypy-lang.org/) has traditionally been used for type checking, however Astral have introduced [Ty](https://docs.astral.sh/ty/#getting-started) as a replacement that offers improved performance. Introduce Ty for checking the Python types locally and under CI static checks.
